That's a good analysis. The more of these decisions like Richards, the better. And it also brings us closer to the end-game, which is SCOTUS involvement in CCW rulings (for better or for worse).

As for the interventions in Peruta, we haven't yet heard arguments for or against granting them. If it's the same panel that will review those requests, chances are they will be denied, at least based on the Richards decision.

Either way, I'm waiting for progress with the Peña v. Cid case, challenging the California roster of "approved" handguns.

sad "shall" issue does not mean you can even get the paperwork.
some counties are almost issue on demand. others are forget it. (unless you have given a LOT of cash to the mayor or govern of the state. your local senator, the top cop, etc.

As I recall, the Calif Supreme Court struck down California's shall issue, so it appears to be dead unless it can get past the state legislators, which considering the big Democrat gun control push is quite unlikely.

i do not know what any court has said or not said.
but in the rural counties it is almost a issue on demand.
in the city counties almost a forget it deal.
the big hang-up is the state doj who does the background check part as they love to drag there feet.
some who have gotten a permit, have waited over a year from when they first turned there paperwork.
but figure if you live in one of the "Jefferson" counties you will get a permit to carry.

less than a month for my counties sheriff to do his part, now for the "school", then paperwork (photos, fingerprints, etc) to send to the state level.

how long a wait????

nevada says 4-5 months min, just due to how many have applied has them all backlogged. (at least in reno).

9th Circuit Court Strikes Major Blow to 2A, Upholds CA’s ‘Good Cause’ Requirement
by Jordan Michaels on June 9, 2016

American citizens have no constitutional right to carry a concealed firearm in public, according to the San Francisco-based 9th Circuit Court.
The Court on Thursday upheld California’s “good cause” requirement, which gives county sheriffs discretion to determine if a concealed carry applicant has “good cause” to carry a firearm. Personal safety does not qualify.

OK, it takes a couple of years to reach the Supreme Ct, if Hitlery wins and loads the court with another liberal Justice, it won't be overturned.
