There seemed to be an emphasis on how quickly things happen, usually too quick for law enforcement to make much of a difference. There also seemed to be an emphasis on how effective civilians were at stopping the threats, but they made sure to point out that the civilians were unarmed.

It emphasized to me that these situations would be managed by whomever is on the street at the time; career or reserve patrol officers, career or volunteer fire/EMS. A traditional tactical response may be too late, depending on the municipality. This evolving threat requires a new level of awareness and readiness that the volunteer emergency services sector may not have been fully integrated to date.

Over 50 of the sites listed (schools, government facilities and churches) are considered gun-free zones which was likely a factor as to why the perpetrator picked them.

That did not seem to help the victims now did it?

I read this article and then read the stats in this thread. I have been the Lone Ranger on an active shooter scene when I worked a small town PD as apart time gig. One seems to substantiate the other.
