“Plus-P” (+P) ammunition generates pressures in excess of the
pressures associated with standard ammunition. Such pressures
may affect the wear characteristics or exceed the margin of safety.
Use of “Plus-P” ammunition may result in the need for more
frequent service.
“Plus-P-Plus” (+P+) ammunition must not be used in Smith &
Wesson firearms. This marking on the ammunition designates that
it exceeds established industry standards, but the designation
does not represent defined pressure limits and therefore such
ammunition may vary significantly as to the pressures generated
and could be DANGEROUS.
I use Federal HST and don't feel the need to use +P myself.
You stand a slightly better chance of being the survivor. There is no legal issue beyond if the shooting justified or not, independent of the ammo you use. +P is very commonly used by the police so the precedent is well established.
I would prefer the slightly extra penetration of the standard rd over the slightly extra expansion (roughly 8%) of a +P rd. This test video pretty much sold me (see roughly 3:00 min into the video), the guy seems to know his stuff. YMMV. I wouldn't hestitate to use either one depending on avialability, frankly.
