For most people I recommend a Mossy combo with both 18" and 28" barrels. and add an extended magazine tube. The time at the range shooting trap is good training. The only downside is the fixed choke on the 28" barrel.
Alternately you can buy a Mossy 500 setup for SD/HD and add a sporting barrel. You could do the Same for a Remmy 870 for about $100 more.
I got the Rem 870 Super Express (handles 3.5" too) for $329 with a 26" barrel, bought the 18" barrel, mag ext, and Knoxx shock-absorbing stock...for a total of about $500...I have a hunting and HD set-up. I love it. Plus, Rem 870 is what most cops use.

I was able to pickup a like-new former police shotgun for short money recently. Rem 870 Police Magnum model, 18", plastic furniture, phosphated finish, appears to be very lightly used for $300. It's a heavy steel gun, built like a tank and shoots very well. Standard tube will hold 4 shells (2.75" or 3").
I added a Tru-glow snap-on fiber optic front sight . . . snaps over the barrel and you align it with the brass post.
I changed out the plastic stock for a Knoxx recoil-reducing stock and no more pain on the shoulder shooting slugs!
You could buy different barrels for skeet/trap/hunting/etc.

870 all the way! I have used this shotgun for bird hunting, three gun matches, skeet shooting......everything. My dad gave me this shotgun 20 years ago to shoot 3 gun matches with(he had it for many years before that). He has 5 other Shotguns (2 Ithica's, a Mossberg, a Benelli, and one I can't remember right now) and keeps asking for this one back!
when it came time for a shotgun I went with the Remington 870 tactical. You can pick up a Mossy and a Remington side by side and feel the difference in quality. The Mossy just feels
"cheaply" made to me. I shoot my Rem.870 all the time and it's absolutely flawless (just like my MP9!). IMO you just can't beat the Remington 870.

LE prepared 870 Remingtons. JD will honestly answer any questions you have, even if it costs him an upgrade or even a sale. Not too much more $$$$ than stock Rem870 Tacticals, but any, any, any upgrades you may want. He is a Remington certified dealer & LE armorer so all his guns come with factory warranties, and with his advise free of charge.
18" barrel = +2 extension 5+1x2-3/4"shells
20" barrel = +3 extension 6+1x2-3/4" shells
My 20" barrel w/3" shells holds 5+1, but I figure its worth it. Buck shot, slug, buck, slug, etc. If 6 doesn't do it, I don't know what will. Knoxx Special Ops stock, Trijicon night sights, mag extention, Hogue forend. AWESOME. Yeah its a lefty.

As mentioned, the Maverick (made by Mossberg) can be bought pretty cheap and should work well if cost is a major concern.
